In a few words we are seeing the byproducts of grossly desperate Fed policy (ZIRP,QE, etc.) from massive asset deflation, currency wars and foreign capital circumventing capital controls into the new Swiss Bank Account (western RE with a shell company).  

He may have a beef with the previous landlord and this is how he has felt he needs to talk to get his requests acknowledged.
