List price is just an anchor - if I'm paying $25k over list price but accurate comps show that I'm still purchasing under market value and it meets my other criteria, it's still a good deal!

Part of the cities tech revolution is robotics-based and Carnegie Mellon is and always be a fantastic anchor for the area.

Both are somewhat equivalent in monthly PI(more or less), so I’m considering increasing my Down payment to 27% and counter at $425k at 4.375% down using all the seller incentives but anchoring on a lower cost and increasing my down payment by 2%.. which is making the most from seller incentives.

You need established markets to anchor your real estate.

At the bare minimum you need a safety harness, ascender/descender or Rope Grab, need to know how to use and wear it properly, need to have a second person capable of reaching and assisting you if you DO get fall arrested and happen to go off the roof, and you need permanently mounted roof ridge anchors.

I'll probably anchor them in place somehow to keep them from "walking" and to keep guests from using the charcoal grill on our wood deck.

This is going to come down more to how it is anchored as opposed to the towel rack itself. 

You also want to look for strong economic anchors such as Fortune 500 companies, military bases, etc. 

Beyond augmenting from negligent use, I recommend upgrading to beefier anchors during install.
