My husband and his siblings recently inherited their parent's property in East LA.

Or they think if they and their sister inherited the property and the sister passes away so it is then all thiers, when it may very likely go to the sister's children or spouse.Ask questions to see what is going on e.g. did she inherit it all or with her sibling, etc. 

I’ve expressed interest to both of my parents as well as my other siblings as a buyer of the place and it was actually very well received.

What value is your sibling bringing to the table if your partnership is being charged full price for the construction?

My siblings and I were taught to just go to school, get a degree, and find a job.
