My landlord insurance will have to cover the costs of fixing the interior like replacing carpet, interior painting etc.

I offered a price based on repair costs and a sale price they could get if they fixed it up (retail). 

They worry about a large homelessness crisis during a pandemic when homelessness can easily be avoided by simply moving in with relatives and family members, taking on roommates to share the cost of rent, or moving to a cheaper apartment.Now a lot of landlords are going to be out of rent for an entire year, not to mention depreciation on the properties due to neglect and damage and wear and tear which these landlords will have to pay out of pocket to fix if they want to sell their properties in the future or rent it to someone else once the eviction moratorium is lifted.

Last I checked they don't allow ADUs legally that aren't fixed, they want to see foundation for it to be rented out and considered an ADU. 

Weather it's helping with a fix and flip or mowing multiple rental properties' lawns, I've been around my parents real estate journey my whole childhood.

If rents are truly below market then it usually comes down to: Long term tenants which most owners are ok renewing for lower ratesNot wanting to fix the place up to bring units to market, either interior renovations or exterior renovations.
