Tenant continues to request a complaint inspection even after she is to move out.

If it is a section 8 rental, they would have done an inspection and the tenant needs to be reminded that you (or contractors) need access to repair things. 

When you put it on the market, were you getting under contract then the buyer would back out after inspections?

In my area you dont apply as  "Landlord" once you have a section 8 tennat application they inspect your specific property to make sure it meets there standards. 

Have you taken the previous inspection report and verified all the items are completed per the inspection report. 

I bought a property in Houston TX and the inspection report didn't showed up anything.But when we started to fix, the Mold issue came and we had no other choice but to fix it. 

Going through the U&O process right now, it was helpful to get a copy of the previous inspection to better understand what they look for to be as prepared as possible
