Michael Herr Roof Tarping damage

I just closed on a bank owned foreclosure property.There is one area where ceiling has caved in a bit and obvious water damage..Entire roof has been tarped: Seems like its just a flashing issue where valley of roof meets flat roof section.Entire roof was tarped(even though roof is newer and only needed a small repair): presumably by a guy who was paid by the button cap nail, because there are alot more than needed.Just blowing off steam, frustrated that the repair to the actual problem was probably cheaper than paying this guy to tarp the whole thing.Tarp situation probably helped me get the deal so I'll move on to a productive question.How would you fix this?

The seller wants 11k for it but it is clearly not a house worth fixing up because the house is caving in and the buyers I have for that are will only pay 5k for the house and an assignment fee.

Then the basement has a living area/man cave, kitchenette, full bath and two more rooms that are finished one of which could be office or bedroom.

I lived at Silverado CC for years and its up the hillthe very famous RE guru ( those that are vilified on this site) was Dave Del Dotto.. he has a pretty nice gig going in in Rutherford bench and his tasting room and caves on Montecello road were right across the street from my home..

Hi Mindy, here is my initial gameplan: I'm going to get a house out in Cave Creek AZ at a golf community to live and wanted to be able to come back to Santa Barbara in the summer time so if I was able to find a place out here in Santa Barbara that I can rent than I would love to do that just for my own purposes.
