I consistently have the ability, between my thorough/ hands on property management team ( that I assembled and manage), construction ability encompassing all aspects, and successful tenant placement procedures...to acquire houses, renovate them, and have them pay me rent of 9-1000 a month over and over again, while costing me right at what you are talking about out the door.

Then I developed a relationship with a title company that sent me profiles with copies of all deeds and mortgages on a given property that I focused on.If you want specialized data from courthouse (not county recorder) such as probate, divorce, lawsuits, etc.) you'll need to physically visit the courthouse and ask a clerk the local system for pulling files from which you will manually review individual cases and pull relevant data.Beyond this, you'll just need to begin and assemble a hit list of leads and market to them to separate suspects and prospects.

HmmmThis outside of the box thinking is very interesting to me, because if you can essentially assemble the team (especially with VA’s) to combine strengths and make quick massive progress initially instead of just putting together what you can yourself with minimal assistance and pivoting as you go, it sounds like you have potential to run at a much more accelerated rate.
