Once you had a Final Building and a Final Planning inspection passed, there was never any issues in getting an CO....

My contract states availability for inspections, and a final walk through of the property.

Tenant also claimed that because of Covid she will not do a final walk through with me on Sept 30, but would just leave all the keys inside the property.

I know there's a fine line between making unproven accusations and pointing out inconsistencies that may in the end put her on guard and hopefully prevent future incidents like this. 

It's not "harassment" to send them a final invoice just like you would send them a refund if they had anything left over.You could take them to court, seek a judgment, and then send it to collections if they still refused to pay.
