I do know its a lower income area and I'm fairly certain its near Buff State college and Elmwood Village.

If your entire tax jurisdiction (city,village or town) was under revaluation neighboring properties values  may have risen proportionately as well.

The village considers this a non-conforming legal multi-unit without mention of number of units.
