There was no vote, there was 7, relatively liberal city council members that enacted this ordinance with very minimal knowledge other than what their committee brought to them.

Very slim odds.However, other considerations would be what is the neighborhood policy (what direction is the community wanting to go, there's actually plans for this written down somewhere and accessible online), and what does the council member in favor of.

The only way I know to do that is to actively engage with the town managers, city council, or county economic development team and figure out if and where you (or your company) fit.

Many of the coming proposals have already been adjudicated federally as unconstitutional which I’m sure city council is aware of.
