So you get to deal with that for the next 5 years while the city, the county, the state, the federal government, and all the political wannabes get all the enviornmental issues sorted out.Of course there are and will be exceptions of properties in between those two situations, but not everyone and maybe even a small fraction will probably try to solve their problem based on the law you quote.That is my guess.

People are being bombarded with spam texts and calls all the time - no matter what these companies say IMO a ton of people are absolutely tired of these sorts of communications and going to start assuming/flagging anything like this as spam

Investors can't predict the FED, economic outlook, and future rates cuts (100% correct) so it's sort of a bet you think rates won't come down (free refinance opportunity).

I would recommend pursuing some sort of rehab financing to fix the property up and maximize rent asap.
