The reserves that we did have, the former board repeatedly tapped into to cover small expenditures less than $10k which you are not supposed to do, and they did not fund the reserves for future projects (such as painting the community, paving the parking lot, etc.), and we owed over $98k to our reserves when I took over.  

I drove out there last evening and yes, the utilities are in and the lots are fully developed - paved streets, street lights, the whole thing.Does anyone have any experience buying up lots like that and building new?

Oh, this area is under the paved road.

With siding and Roof and paving driveway and landscaping.. you're probably looking at 80-90k Rehab.

I've had to tow dozens of cars for a variety of legitimate issues - parked in the wrong assigned space at the wrong time, failure to move for snow removal efforts, paving projects, etc.

My problem is that the parking areas in front of all the townhomes is deteriorating, and I can't seem to find out if the city will replace the crumpled paving or if each owner is responsible. 

The other two roads in the neighborhood are paved and state maintained.

My real estate investment company is NestVestor, and I am currently doing Wholesaling and Flipping in Los Angeles County and surrounding areas, slowly paving my path to real estate development.

Wendell Falls is right in our backyard (we aren't in it though, when we got here it was still defunct and had the roads paved but nothing going on).
