I have concluded that they housing authority is dragging its heals so tenants are protected as long as possible.  

If you can pay out of pocket and you plan to hold the property for a while, then yes the time will heal all wounds as they say.

Is investment in the form of a highway extension and riverfront development the solution to what ails Norristown? 

We are coming off the heals of the beach season and in this market anything will rent during that time.

Unless you're "well healed" for qualifying and can tolerate the extensive scrutiny of two lenders, I'd wait. 

They stated there would be 4 persons living in the unit and we have 4 names on the lease, however - how they've added two more adults - an ailing father and a child from maybe another parent they have custody over4.

They may dig in their heals or they may be smart and realize that their kids name on a police report isn't good. 

They dig their heals in claiming "property rights" and the community fights back.

It seems like it is coming from a place of good intention, but is not particularly well thought out and opens the door for a lot of serious issues.I fully understand the therapeutic and healing benefits of pets for certain people, but there are already protections in place for service animals as well as emotional support animals that protect this subset of pet owners so I don't really understand why this bill is necessary - seems like it will cause far more harm than good, and again, this is coming from someone that likes pets!
