If they have a legitimate diagnosis letter of a mental condition which in turn specifies how the animal will solve some or all of the problem, then consider six month leases and not the usual and customary on year term and a rigid, no flex, position on B/S tenants to be the shortest, least expensive path to elimination these scammer/professional tenants if it turns out to be the case. 

Our lawyer had us request that the doctor providing the diagnosis requiring an emotional support animal be local and fill out our form.

Ditto everything Lance said, with one more consideration.These distributions are specifically for COVID-19 relief, and the requirements note that you need to be impacted seriously...loss of employment, covid19 diagnosis to you or your spouse/dependent, or other adverse financial impacts.

If I recall correctly that was a few hundred dollars just for diagnosis.

After diagnosis they quoted me an $889 estimate. 

It's a long and convoluted diagnosis with all these moving parts.  

Asking WebMD about a rash on your arm isn't and should never be considered a proper substitute to the advice of a licensed medical professional for a proper diagnosis and treatment regimen. 

Overturning a diagnosis will not happen, it does not work that way.
