HUD does not factor into the rent other amenities that might be included in the rent such as garage, basement, fieplace, central air, pool etc, that might command higher rent in the non-Section 8 market place.

It isn’t just some random, arbitrary number they pull out of thin air.

Salt air can deteriorate houses and components faster than markets without salt air.The final piece is finding a market with a quality team or teams that I like and trust.  

Now your a 62 yr young couple from Athens TX who recently retired and always dreamed of seeing London, Big Ben, having fish & chips, riding the "tube"..... 

One option might be to explore adding air purifiers or filters directly into the system to help mitigate odors.
