Something is missing...if there isn't a Board and the HOA (or I assume more likely a COA) is newly formed then why isn't the developer still in control of the HOA?

However, Montgomery County as of yet has not updated their forms or website, included the landlord/tenant handbook and they are still not enforcing.

IMO it’s hard for me to sell a great cash flowing asset.
