Check how many electrical meters there are, and if there is one for the common area. 

It is zoned for SR7, a single-family home, but is being sold as a multifamily home since the property was converted into 2- two entrances, 2bed/1bath per unit, separately metered electric.

I'm unable to come up with a solid solution here (adding a separate gas meter is too expensive.) 

We have had all kinds of issue with the water meter reading too, and getting lot rent invoices in a timely manor.

Have an electrician install sub meters for all the units 

One is paid by the tenant whose apartment uses that meter.

Hello All, i came across this college town property - it is a value add opportunity. 14 Unit Complex - 12 2bed/1bath & 2 1bed/1bath * Separate electric and water meters.

Not having individual meters is simply unprofessional.

If I can rent if for $3,000, I can afford to feed the meter for a year at $1,000 or more a month while I see where we are.

Very dependent on each home's usage profile (as you mentioned) along with heating/cooling equipment type, utility rates and and solar net metering schemas.
