In a nutshell – the big government is coming after Real Estate wholesalers :) No this is not a scare gimmick, legislation against wholesaling has been passed already in states such as Illinois & more states are following suit.

Last year a short term rental law that limits short term rents in residentials in San Diego was passed then rescinded.I was wondering if that legislation is enacted in the future, will that concern MF (>= 4 units) also.

Rather, it is a type of capital gain taxed at a maximum federal rate of 25% (28.8% if we wrap in NIIT).It's not possible to know exactly what Bernie Sander's plan calls for, as it is currently a mere talking point and not proposed legislation, however it would be safe to assume he has a "surtax" in mind.
