I think @Wayne Brooks pretty much answered it, but a few other things the potential buyer might be referring to are whether there is any junk dumped on the property, any structures (houses, mobiles, sheds, barns) or any fencing.

I'm under contract to purchase a mobile home and land/lot.

It sounds like possibly there was a house or mobile home on it at one time and they are giving a higher valuation based on that.

I did the same and transitioned in mobile homes.

About to buy a single family house in the 36605 area in Mobile.

INCOME2 stick built homes - currently rented ( total monthly rent $1,170)2 tenant owned mobile homes @ lot rent $275 each ( monthly $550)3 park owned homes, vacant and haven't been rented for 2 years. 

Just be cautious and do not give your personal information even your mobile/phone number, address etc..Go real estate!

Its raw land so he knows that installing utilities would be necessary if he decides to put a mobile home or build a small home on it. 

I was sent a deal that consists of 3 doors (duplex and a mobile home)  fully rented that will seem to cash flow after the appropriate reserves are set aside.
