If you don't like cold calling, being hyper social/extroverted, and dealing with heavy rejection often I wouldn't recommend it.

I suppose they would be able to help me figure it out but I’m still trying to determine what is the best way to fund something like this and would it be better to sell off the entire purchase once split into separate parcels or is there a way to structure a deal as to where I could sell off some of the land to repay the loan/investors and also retain a portion of it to develop with my own short term rentals.

Water, power (no gas) are billed directly from the utilities company. 

Looking for a local connection with experience or network within construction management field that has done a development deal or know someone that has.

As Shawn mentioned above insurance is going to be a HUGE deal in Gainesville as well as HOA's.

I'm more interested in an ABB type deal but will work with what cash flows.

Which direction should be be looking?

Can you wholesale a deal that is active with a real estate agent?
