I have explored creating a non-profit to assist with tax abatements and consumption of grants but found that I would have to convene a board of directors composed of 3 members and not stand to gain personal profits.

Karen,Definitely a leader in the U.S.A and much of North America, though there are other places which exceed even California's standards (Australia for water consumption; Germany for renewables; Scandinavia and {part of} Canada for insulation, etc)

There are companies out there who will install sub-meters, bill and collect from tenants, take a cut and provide you with net (and of course, you pay the municipal bill).Reducing consumption is of course a no-brainer.  

I get really annoyed when I hear people ask: "should I invest or pay off my consumptive spending card debt first"...

Cutting water consumption is much cheaper than finding more water.

If you want to make solar panels work, you should first work on reducing your consumption by 70%.

SDGE mentioned they will still charge me ~$20/ month for minimum usage for Distribution & Transmission.Even if my consumption goes up to say $50 in the new home, I will still be paying ~$100/month from my pocket and helping the Solar company & SDGE. 

@Erik CabralHere you would have to sub-meter the water and provide measured consumption for each unit, to be able to separate the billing (and not have it blow back on you).

My water bill I received over the past weekend had indeed shown an increase in consumption.
