I'm new to the area and working again from A to Z in NC.

I was wondering if Bigger Pockets might have books, courses, webinars, podcasts, or something that explains from A-Z how to purchase and profit from buying notes from the bank.

I think Boston has experienced some tremendous growth in terms of rental appreciation as the next rental class as Gen Z starts to become the larger renter pool and Millennials are purchasing their first homes.

I want to build apartments and houses on purchased land .I know how to coordinate from a-z construction part .I have none of experience in buying land in California , what are my steps( what i should research on )?

It also depends on how much interference you want and how fast they expect to exit, and what they expect out of it.You can have a simple financier agreement - they loan you $X, you pay them back $Y over Z time with AA% interest.
