All states regulate a little differently, but suffice it to say that you will need to get some certifications from your state to be able to manufacture AND DISTRIBUTE said product (and if you want to cross state lines you'll have to do it again). - In this case your advantage is being local.

You'd figure one letter describing in more detail with check numbers etc would suffice...nope it was one letter for "each" transaction and then another letter from the lender confirming they received payment.
