I meant 10$ a sq ft for low end rehab versus 45$ rehab costs for high end cabinets, fixtures, apllliances, landscaping etc.

I would do this if it meant saving enough on purchase price to justify the seasoning period, the interest rate risk, and I still had adequate reserves to cover costs and expenses.However if you aren't able to see real savings on our has price then you should finance it and use Heloc for down payment only.

This isn't meant to be harsh towards you, but you're going to have nothing but trouble and not make any money if these are the kinds of tenants you approve.You also do not move a tenant into another unit before updating and signing the lease.
