The frequency of the behavior might be looked at---"barks alot"-- and whether it is just when new people come up or everyone like the other tenant, e.g.

He's kicking and screaming and by responding, even if only to counter his points, you are engaging this behavior.  

I  We can't charge there but the property is on well so anyone with overuse behaviors gets a lease violation.   

By default listing agents are supposed to present all written offers in a timely manner, but the seller is allowed to modify that 'default' behavior.
