I dodged a bullet - the condo I missed got hit with a special assessment of $10,000 for replacement of the stairs in the building, about half of the owners could not pay that and got foreclosed, and the listing price on those units 9 years later is in the $25,000 - $30,000 range.

It is zoned as a 3 unit and from talking to the city inspector moving the staircase and adding stairs to the back balcony will solve our problems if we want to keep it as a separate unit.

Just make sure that they don't use any sort of silicone,  roofer's cement, or similar sticky stuff to make the repair.

Why not just jack hammer the cement and use it to fill the pool, then haul in top soil to cover over the cement?

Then when you trowl down your new layer the cement will adhere to the wire mesh (and create a miniture rebar reinforcement), and beacuse the mesh is fastened to the original floor you should get a good bond.
