I would then place the cameras in some blatantly obvious places that they are there.In the end theft happens and is a cost of business.

As long as you are not blatantly discriminating against a protected class, and it's just about things like applicants wasting your time getting back to you - you'll be fine.

The most blatant one was the tenant that traded her old non working refrigerator for the new one I had just put in her unit. 

From a realtor/buyer perspective, there's nothing worse than going to see a 3 bedroom house and finding the 3rd bedroom to be something too tiny to use, blatantly non-conforming**, or impractical.

Maybe some blatant negligence like building the falling apart and acting like a slumlord or you're at fault in a car accident and the victim decides to sue you and you didn't have enough auto insurance to pay out. 

In most states it's probably not quite as blatant.

So, I was not trying to circumvent the rules in any way nor did I blatantly ignore the rules and try to pitch myself.

While we are a forgiving community, the thing I see that most often results in people getting their accounts shut down is either blatant disregard of our no solicitation policy, or a disregard for the spirit of our community over the long haul.  

That's blatant trespassing.

This is a blatant violation of a law that was passed by the US Congress and signed by the President.
