It's not possible to answer the question without defining the scope of what you want...a swim spa style system craned in over the roof could be a couple weeks if it's in stock and can be delivered ASAP...then you just complete decking and landscape and it's finished.

I have searched high and low for services (Doorstead, Craigslist) but it seems no one is offering that level of service, or if they do I don't trust they can deliver considering my specific needs (experience with potential section 8 type community) in an increasingly gentrifying part of town.

I thought maybe I could solve this problem later and just pay the minimal taxes on it until then.Turns out, that BP commenter put me in touch with a specialist that has been helping take properties out of flood zones for 20 years (win #1), the commenter himself is a developer with experience and a heavy desire to find good land in FL to develop (win #2), and come to find out this commenter has plans in the works to start an equity fund specifically for delivering affordable housing (win #3)!
