Even factoring in your own personal usage, you are better off just paying to rent somewhere/anywhere and have the luxury of changing that location each and every time with no managerial headaches at all.

As long as reimbursement for the water is clearly shown in the lease along with the clause about how funds received are applied, there should be no problem with an eviction.The only way you might run afoul is if the high water usage was the result of some sort of negligence then you would have to argue that out in front of a judge.

A better option may be to offer the tenants usage of the basements as part of their lease for a higher rate than just the unit above.

I knew the split would involve electricians, utility company and possibly permits, but I did not see $360 electricity bills from a 2k sqft duplex with minimal electrical usage from myself and my tenant.I'm going to start the process to split now, but the timing is bad.For 2014, verifying split utilities in multifamilies is now a priority.
