Maybe go prepared with a spreadsheet of fix up costs prior to just hitting her up with that.

Last I checked they don't allow ADUs legally that aren't fixed, they want to see foundation for it to be rented out and considered an ADU. 

Looking to see if anyone has a basic template of an operating agreement for a business partnership of two parties involved in the fix and flipping business?

We have requested permits to fix this and have not heard back yet.
