The theory is that if the improvements needed to be made in the first year, they were in bad shape when you bought the property and did not deteriorate during your ownership. 

I wouldn't let them continue to live there and have the property deteriorate AND likely have a battle to evict them in 12 months. 

Any flipper that is in over their head on a project could get burnt really bad if market conditions deteriorate quickly & their contractors are moving at a snails pace.
