I have looked at dozens (maybe hundreds, they blur together) of multi-family marketing packages in the past year (and have purchased one), from the big name firms that I noted, as well as brokers specific to my market, and in their pro formas for computing cap rates, they most definitely have assumptions for vacancies, replacement reserves, and repairs.
