If repaid on time, there is no early distribution penalty or taxes.If the plan is to take retirement funds as a distribution and not pay back, then there's going to be a number of factors that will determine the tax treatment (example: if you're still employed, if it's a 401k with current employer, current financial situation, your age, what the funds are used for, etc...).A financial advisor or tax professional with all your specific details should be able to help provide a plan to reduce your taxes and penalties accordingly.

The unemployment benefits from CARES is significant as well which should also help renters meet their financial obligations.With all that said, however, I am still concerned post-June/July when the PPP 2.5 months of payroll expenses has been exhausted and there still is no cure/treatment/vaccine.

@Nick Weston - A house hack may be a good play as housing is ordinarily a fixed expense with the IRS giving favorable treatment to the gain on the sale of one's principal residence, exempting that amount up to $250k if you are single and $500k if married provided you have owned the property for 2 years at the time of sale.

Yes, some of this may not be 100% legal, but I seriously, seriously doubt everybody here actually gives every single person the same exact treatment.
