The over all plan with the current project is, remove all carpet and padding, clean the walls and cement floor with TSP, wash everything else down with TSP or a cabinet cleaner and then run the ozone machine before painting with Zinsser BIN.

The floors were terrible, porcelain tile over cement board.  

It's a fiber-cement board product made by the James Hardie company.

The basement apartment - as I said, it's a cement floor with cement walls and drywall over the walls.

Does the property needs to be built in cement or could it be wood?
