It depends on what you're buying - if you're buying wrecks, and paying wreck prices, there's not a lot of value sometimes in inspections.

Also, make sure you pick your battles..i.e. if someone is already in a unit and has been there and has a pet (even if it is not on the lease) I would probably not be making a huge stink about evicting them unless the unit is just getting wrecked
