The question I have is how could another resident have been billed too if it was her "fault" ?

.$1700 - 3 bedroom up - New floors, paint, knock down 1 wall, add washer dryer, modify front entrance for common foyer between units$1400 - Basement unfinished - turn into a 2 bedroom unit, kitchen, bathroom  - 40'x20'Widen drivewaySplit hydro into two metersFix upper then rent (2 months) then work on lower (4 months)Refinance after 8-12 months. 

We send our plumber; turned out the numbskull cable guy who they had called drilled through the water pipe in the laundry room & installed the cable box between the washer & dryer.

Of course by this time Covid was here so my refinance plan hit a wall. 

Full kitchen, the washer/dryer and more space/privacy are the main selling points. 

Should I provide a washer and dryer?

I have a dryer and washer from my recent purchase of a property.

Any way I can screw and attach the box to the wall would be more reasonable in this case.Super easy....just slip a large washer on your screws before you screw them into the wall.  

Removing that room would allow me to frame out a true master bedroom and even add space for a stackable washer and dryer insert. it would even give the home a bigger living room. unfortunately, the property is sitting on a crawl space foundation so I was thinking and hopefully, my mindset isn't too far fetched of maximizing the functionality of the space I have to work with.You're completely right I have come a long way to get cold feet. 

I figured :Updating / restraining floors, appliances , fresh paint , installling recessed lighting, and possibly washer dryer hookup in each apartment.
