I've worked on projects big and small and it does take a village (architects, accountants, consultants).

One step you can take that will help is to meet with the village inspector and ask if they would perform a walk through.

I do know its a lower income area and I'm fairly certain its near Buff State college and Elmwood Village.

If your entire tax jurisdiction (city,village or town) was under revaluation neighboring properties values  may have risen proportionately as well.
