If you're buying to appreciation then you aren't investing, you're speculating; and you need an even bigger LTV spread if you're going to play that game. 

I don't ever see the house greatly appreciating although the area has some potential long-term (but that's pure speculation). 

Although somewhat cautious on sticking my toes into the honey dew I can be somewhat of an adventurer and don't mind investing in more speculative opps in smaller $$$ increments to start with.

Unless you're speculating that prices have been growing tremendously and that prices will continue to grow.

If I was a speculative buyer in a rapidly appreciating market, I may consider taking you up on that offer in hopes that the market rises rapidly over the next two years.

Otherwise, speculation aside, there are better deals.  

I don't speculate on appreciation.

Don't put yourself in a position like the speculators who bet on appreciation in 2008 and lost big time.  

And guess what...Now they are trying to implement rules to reduce the speculation but just be aware the number of vacant apartments in Dubai is very high so, again, it is very important to know the market very well and choose the right spot where to buy.Where would I buy in Dubai if I found a very good deal?

You'll need to focus on growing net worth by paying down the mortgage and with appreciation (modest, not speculative).
