For a little background, I have some experience overall...a couple of rentals, LP on a 24 unit currently, a bit of wholesaling, and a decent network of all typically pertinent players in the deal space, and I push my knowledge forward each day. 

Also, I lack familiarity with the construction loan process and what protections that may be in place (if any) to prevent FIG and their builders from going over budget on the project. 

Regular inspections for any signs of wear, cracks, or water damage are advisable to maintain the facade's integrity.Parking and Access: The covered parking area is a significant advantage for tenants, but ensures the area is well-lit and secure to prevent any potential safety issues.Interior Features:Layout: The open floor plan with large windows ensures ample natural light, which is appealing to tenants.

Large title companies will "accidentally" release to someone who is a legitimate player when they know the broke wholesaler is not.

I figure a one time expense to prevent major water bills in the future might be in my best interest as long as it doesn't cost too much. 

Whereas where you are located (California) accepting partial rent prevents you from proceeding with eviction. 

Doing the above probably doesn't solve this directly, but by removing and reattaching all the balusters the connections are tight and the glue joints are solid...if that's not the issue then you may need to introduce some other improvement to prevent the wobble.
