Without the Letter of Compliance, you cannot get a section 8 tenant (or CTI, or any other Gov. funded program) regardless of if the paint is peeling or not.The issue isn't just when you change out windows or doors, or sand woodwork.

Literally took 40 mins for the entire kitchen/dining, I could peel up an entire row across at once, drop it and every tile woudl break apart - with a 90%+ resalvage!

LBP was used in low (entry) priced houses in the '50s... just be sure there is no peeling paint.

In the other room, we just soaked thoroughly and peeled starting at the very top where it meets the ceiling.
