Also, whenever I have a pest problem, I hire pest control companies under contract for a while, and hire licensed contractor to install window air conditioners, etc. areas where tenants can sue you if not handled properly, such as an AC falling from a third floor window.

The unit that was put on the property was an electric air conditioner and gas pack for heat.

If your tenants issues were legitimate maintenance issues then perhaps the only real problem you have is the late rent and the air conditioner issue.
