They already have assigned someone to head the arrest and trial against him.

I think I’d be disappointed if my cleaner hadn’t been arrested at least once. 

If she is still paying on time and abiding by your lease terms then I would have her work it out with her X in a civil court... or she can put in a restraining order and then he has to move out or get arrested.
