Dubuque, Clinton, Burlington, Davenport, Bettendorf, Sioux City, Cedar Falls, Ames, Fort Dodge, Iowa City, Council Bluffs are all towns that I am sure have cash investors.

Population growth has been robust, and the State of Oregon has ranked in the top five nationally for in-migration moves to a new state for much of the cycle.After record-breaking rent gains in 2015, the Portland City Council passed several pieces of legislation aimed to curb rent growth and increase availability of affordable housing.

Probably nothing you can do short of changing the law through that City's Council.  

Also still not sure Detroit City Council "gets it" yet, ton of bias and political agendas to get through.

I had a client I lent hard money to up in British Columbia. we get to chatting and he did this not once but 3 times... he had a 60k sq ft building storage and wanted 5 million to move it and set it up..

We then needed to wait for the sale to be approved by the school board and the borough council, that took about two months and the deed for the property showed up in the mail.

The risk is that the city council will now have to "make up" all of the skipped payments on current property owners. 

Anyone have an investor CPA or Legal council that is gifted in setting up structures for optimal tax benefit without sinking too much into the effort?

I don't think the city council was ever serious about this ordinance and as it stands, it is still not in force meaning it is an ordinance that the city has not implemented into their policy.  

Much harder to get elected to the city council.
