If the deal is profitable and meets the criteria we are looking for, then it doesn't matter if it's at 7% (an average number, by the way) because it can get refinanced later and it is still profitable today.

But on a conceptual level, real estate has always been better for equity than cash flow. 10 years ago it was possible to optimize for cash flow, today that is tough.

It certainly sets an interesting precedent as it means if you add a safe unpermitted unit today, it may be protected in the near future so that safe units are not removed from the market.
