As far as the tenant owning their own mobile home, look at Alabama Code Sections 35-12A-1 through 35-12A-15, which provides the remedies for selling mobile homes that are abandoned.

This lowers their guard and helps you get a figure.Your section on the benefits of working with you is strong.

In my area section 8 tenants tend to stay longer and in many neighborhoods section 8 pays a higher rent.

You do not need to reinvent the wheel but you cannot cut any corners and expect a good result.

That's just my $.02 but I'm sure others have been operating differently with success.As for neighborhoods, West Side, South Buffalo, Kaisertown, decent sections of Black Rock and Riverside, pockets of North Buffalo, maybe some sections of Cheektowaga are going to fall into those categories.
