I see so many people trying to find the "hack" where everything is free.Truth is, anyone who can really help you has no time to do it for a complete stranger to any real level of completeness. 

The window has to be big enough to climb out of and there needs to be a ladder to climb up from there or else it will not be legal and you could be liable in case of injury or death.If the basement has a walkout to the backyard on the same level that can work, but most will rise and fall by the above.

On the flip side, inventory tends to be lower so it really depends on the inventory level in your specific market. 

They will also have some sort of limitation in the contract as to how much they guarantee to redeem fund wide and perhaps at the investor level as well. 

The state of Oregon and the city of Eugene both have complex and unforgiving regulations that most often favor the tenant, so it is important that you learn about these laws so that you can make strategic choices now that avoid pitfalls later.Fortunately,  the Oregon Rental Housing Association at the state level and the Rental Owners Association of Lane county at the local level can provide you with excellent resources. 

The underwriting is strict, and your experience level and ability to perform will be scrutinized.

Even if the lower level is small?

Removing or lowering those LLPA's would level the playing field in terms of pricing, but making investment property loans more affordable is not going to help decrease prices. 

In general, it is tough to find landlords that will take Section 8 (at least at the level of house I provide, B/B+) and so you'll get plenty of interest.
