Modern heat pumps are efficient well below freezing - once you get into the teens, that's when they really start to drop off.My understanding is that Ground Source heat pumps are much more efficient that air to air, so I would expect them to work pretty well down to zero and probably below.

They will tell you yes and the date, or they will tell you no.If there is no danger of freezing, you can also simply call and have the utilities turned off and tell the new tenant that you've had them turned off and if they want water and electricity, they'd better call and get them started.Seriously, it's difficult to manage a rental from overseas.

For Rehab in below freezing weather:Don't forget the antifreeze in the drains, it isn't enough to just drain the inlet lines ;-)If you're concerned about loosing the copper due to theft, spray paint it.
