I’ve gone through several inspections already and welcome the input.I think what people are questioning is whether this is all just a disingenuous cash grab by the county, cloaked as concern for the safety of guests.

If you've got a large safety net, or this isn't your first REI project, you could be just fine. 

However if your using a commercial loan with a 5 year ARM, and your bank doesn't care about where the funds come from as long as their in your account then it may work for you.

I have no idea... is the 10/1 int only ARM at 9%, 7%?

I recommended using the safety hazard approach.
