again its been this way my whole live it really does not effect anything except every decade or so they would bring in a company to repaint and tried different things to keep water out with no success2- It has a cistern also which they used to (back in the day ) use for a water source but the village put in sewer and water for everyone about 15 years ago so it has no use .

Not sure if there are any odors coming from the drywall, but replacing the drywall or at least priming and repainting may be an option as well. 

Then tell the neighbor it will cost him 2X what it cost you to repaint it a different color when they see it, and hate it!

If any of the rooms are on the darker side, I would repaint those rooms.
