If that's the case, I’d suggest looking into A/B-class neighborhoods.

New to real estate and have quickly zeroed in on using the BRRRR strategy in great areas, one of which I have identified as New Haven (East Rock or Westville neighborhoods).

I am going to guess that you have checked the comps for the neighborhood the house is in and you have found other houses for rent at the market rate?

To find someone, I’d start by reaching out to local rehab centers or recovery organizations as they often know operators who are looking for housing.

As i was driving through the neighborhood scoping the area out i noticed a new shiny fire department.

., so you can get a feel for the neighborhood.

You look at the house, look left around neighborhood, look right, and just tour at a normal human speed looking around exactly as any person coming to tour would. 

I think the only intelligent alternative to the above is if they organize together, get attorney, and take legal actions to press that they are now majority share holders and execute a take-over.
